    A code division multiple access telecommunications network including an underlay base station in a private premises and a plurality of overlay macro base stations. The underlay base station includes a GPS receiver and a mobile unit receiver.     A method and apparatus use existing datafill information from macrocells to turn-up the cell site. A cell site includes a global position positioning system (GPS) receiver configured to determine a current location of the cell site. A transceiver subsystem in the cell site manages a wireless communication interface, and a controller, coupled to the GPS receiver and the transceiver subsystem. The controller is configured to send the current location of the cell site to a cell site manager, receive cell site identification data for existing macrocells and virtual macrocells from the cell site manager, and selects candidate macrocells based on a selection algorithm until one is validated by the switching center. Datafill information associated with the validated macrocell to create datafill entries for the cell site.

    A method of terminating a packet data call at a target mobile station (MS) operating in the wireless network. The method comprises the steps of: i) receiving in a PDSN of the wireless network first packet data directed to the target MS; ii) identifying in the first packet data a mobile identification number of the target MS; iii) using the mobile identification number to retrieve an IP address of the target mobile station from a first database of the PDSN; and iv) forwarding the first packet data to the target mobile station using the retrieved IP address. The method further comprises the step of determining from a second database of the PDSN a target PCF unit and a target base station controller with which the target MS is currently in communication.
