For outstanding service as Executive Director of the National Teen Leadership Program from January 1, 1992 through 8 August 2012. Ms. Segura through her selfless service, dedication, commitment and professionalism, created a leadership camp that became the turning point for over 9,000 teenagers who attended, a life-affirming experience that changed the way teenagers thought about themselves and how important it is for them to make healthy, drug-free choices. Ms. Segura's performance reflects great credit on herself, National Teen Leadership Program Joint Task Force Domestic Support-Counterdrug and the California National Guard. The Medal of Merit is awarded for exceptionally meritorious service to the state or Nation by a member of the California National Guard in a duty of great responsibility; or to any person who, by unselfish and untiring activities in connection with the National guard, has rendered a distinct service in furthering the interest of and in promoting the security and welfare of the state. The Medal of Merit may also be awarded to civilians and members of other military services who distinguish themselves as indicated above.
